The Signals Intelligence community, led by the National Security Agency, are the foremost experts on issues dealing with the Cyber domain in terms of intelligence collection and analysis. Additionally, many of these experts are also in the best position to understand the implications of defending and initiating offensive activities in cyber space. As a result, much of this expertise also resides in the recently established U.S. Cyber Command.
